NCO Evaluation Report (NCOER)

The NCO Evaluation Report (NCOER) is the standardized Army evaluation used to assess and document the duty performance and potential of noncommissioned officers from Sergeant (E-5) through Sergeant Major (E-9). The NCOER is governed by AR 623-3, Personnel Evaluation — Evaluation Reporting System, with procedures detailed in DA Pam 623-3.

Who is in my rating chain?

A standard NCOER rating chain includes a Rater (your immediate supervisor), a Senior Rater (typically the Rater's rater), and in some cases a Reviewer. Your unit publishes its rating scheme in writing — see your S1 or unit administrator for the official rating chain that applies to you.

When is my NCOER due?

Submission timelines are governed by AR 623-3. Annual reports and change-of-rater reports each have specific "thru date" and submission deadlines. Refer to AR 623-3 and your unit S1 for the current timeline applicable to your situation.

What is counseling and why does it matter for my NCOER?

Counseling is the documented, two-way conversation between a soldier and their rater about performance and development. Counseling is completed on DA Form 4856 (Developmental Counseling Form) and provides the foundation for accurate, defensible NCOERs. AR 623-3 establishes counseling expectations as part of the evaluation process.
